A part of Oregon Washington health Network, Change Through Compassion is a justice reinvestment program dedicated to breaking cycles of violence and building safer, healthier communities.

It is our mission to interrupt cycles of community violence by promoting healing, reducing incarceration, confronting health disparities, and building safer, more resilient communities. At Change Through Compassion, we believe that every person has value and the capacity to grow. OUR SERVICES
At Change Through Compassion, we believe in delivering services that are evidence-based and proven effective. Our services combine group classes and individual counseling to provide tools and skills tailored to each individual’s needs.
Each of our classes is located at our Pendleton and Hermiston locations and is provided in both English and Spanish.

Jesus (Chuy) Rome, MA.Ed
Program Manager
Jesus “Chuy” Rome has been a proud resident of the Hermiston community for over 30 years. Mr. Rome is a 1996 George Fox University graduate, receiving a B.A.in Christian Ministry. He later went on to obtain his MA. Ed in School Counseling from Heritage University in 2010.
As Program Manager for Change Through Compassion under the Oregon Washington Health Network (OWhN), Mr. Rome oversees program operations and provides training and support to OWhN staff, with a focus on diversity, equity, and inclusion (DEI) education.
When he’s not supporting clients and colleagues, you’ll likely find him enjoying one of his favorite pastimes, fishing on the Columbia River with his children and grandchildren.

Asuzena Ochoa, CRM
Peer Liason
Asuzena Ochoa has been a dedicated member of the Hermiston community since childhood. Driven by a passion for creating lasting change, she is committed to helping local families and individuals on their journey toward positive transformation.
Currently, Asuzena is pursuing a Bachelor’s degree in Human Services, specializing in children and families. She is a Certified Recovery Mentor, and holds certifications in the Caring Dads’ Program and BIP (MRT). Additionally, she is a contributor to the development of the Eastern Oregon Reentry Program, which aims to support AIC in our community.
Combining professional knowledge with her personal experiences, Asuzena is a strong advocate for healing, recovery, and community change.
Outside of the office she enjoys fishing, hiking, and spending time with her family.

Julie Bean, BS, CADC ll, CRM
Program Manager
Julie Bean is a Certified Alcohol and Drug Counselor, and Program Manager with Oregon Washington Health Network (OWHN) Copes Outpatient. Ms. Bean was born and raised in Union County, and is a graduate of Eastern Oregon University. She has a Bachelor of Science Degree in Anthropology and Sociology, with a concentration in Social Welfare practices.
Ms. Bean has worked in the addiction and recovery field for 11 years. She has a passion for educating others about the disease of chemical dependency and helping enhance self–esteem and personal growth.
Ms. Bean also enjoys traveling, spending time with family and friends, reading, watching movies, and outdoor activities.
